A focused professional learning journey.

Democracy becomes meaningful to learners when it is practised in daily school life: listening across difference, examining evidence, sharing power, representing others and seeing how collective decisions are made. Student voice loses credibility when consultation never influences an outcome.

This course develops facilitation skills for dialogue and controversy while connecting local participation with European values and institutions. Participants design a process or action project through which learners can exercise real, age-appropriate influence.

Day 1

Democracy as Everyday School Practice

Module 01

European Values in Concrete Situations

Explore dignity, freedom, democracy, equality, human rights and rule of law through dilemmas involving classroom and school decisions.

Module 02

Belonging, Power and Participation

Map who speaks, who decides, who is represented and who receives feedback. Identify symbolic participation and barriers to influence.

Module 03 · Applied workshop

Democracy-in-School Experience Audit

Examine where learners currently receive information, express views, represent others and influence decisions—and where participation is only symbolic.

Day 2

Dialogue Across Difference

Module 04

Listening, Questioning and Evidence

Practise protocols that slow discussion, clarify claims and make room for curiosity, evidence and perspective-taking.

Module 05

Teaching Controversial Issues Safely

Distinguish open, settled and emotionally charged questions. Set boundaries against dehumanisation while avoiding forced consensus.

Module 06 · Applied workshop

Structured Controversy Workshop

Practise listening, evidence use, perspective-taking and respectful disagreement through a protocol designed for a complex public issue.

Day 3

Student Voice With Real Influence

Module 07

From Survey to Shared Decision

Compare consultation, co-design, partnership and learner-led action. Create a decision pathway that states what is genuinely negotiable.

Module 08

Representation, Inclusion and Accountability

Design selection, rotation, mandate and reporting methods that prevent student voice from belonging only to confident or high-status learners.

Module 09 · Applied workshop

Student Representation Simulation

Run a class or council decision process involving consultation, competing priorities, transparent criteria, representation and accountable feedback.

Day 4

European Citizenship and Local Action

Module 10

Institutions, Rights and Routes to Influence

Connect local, national and European decision-making to issues learners recognise. Identify credible information and legitimate participation channels.

Module 11

Media, Persuasion and Democratic Resilience

Examine how information quality, polarisation and persuasive communication affect public participation and trust.

Module 12 · Applied workshop

European Values Case Forum

Analyse realistic tensions involving dignity, freedom, equality, rule of law, minority rights and pluralism without reducing values to slogans.

Day 5

Participation Laboratory

Module 13

Designing an Action With Public Value

Create an achievable initiative involving research, stakeholder contact, deliberation, communication and a visible response from decision-makers.

Module 14

Democratic Project Assembly

Present the process, test inclusion and ethical safeguards, and agree how learner influence and project impact will be evidenced.

Module 15 · Applied workshop

Learner Action Project Studio

Design a feasible participation project with a real decision-maker, evidence-gathering process, inclusive roles, public communication and impact indicators.

Practical outcome: Democratic-participation action project

The sequence and examples may be fine-tuned after the pre-course needs analysis. The published learning outcomes and 30 teaching hours remain unchanged.

Teaching and learning methods

The course uses active professional learning. Short conceptual inputs are followed by investigation, creation, testing, feedback and reflection connected to each participant’s own educational context.

Assessment, validation and follow-up

Learning is evidenced through active participation, daily practical outcomes, peer and trainer feedback, the final course product and an individual transfer commitment. Participants receive a Certificate of Attendance. Learning Agreement and Europass Mobility support is available when required.
